莫道桑榆晚，为霞尚满天——记康县交警大队宣教室干警李成祥
早就听过康县交警大队的宣教工作搞得有声有色，连续3年获陇南市交警系统目标管理考核安全宣传单项奖，2005年还被省公安厅政治部评为“五进”宣传活动先进单位。该大队的宣教工作是如何搞得呢？带着这个问题，2008年7月19日，我们《1号交警》采访组一行4人来到康县交警大队，对负责宣教工作的李成祥民警进行了采访。
李成祥是交警部门的一名老兵，今年已是59岁的人了。戴着一幅深度眼镜，精神矍铄。当我们问起如何搞好宣教工作时，老人若有所思地说：“首先要做到‘三勤’，即腿勤、口勤、手勤。腿勤就是要不怕跑路，不辞辛苦，不管刮风下雨，还是严寒酷暑，经常要深入企事业单位、边远农村宣讲交通安全的重要性，要求人人遵章守纪、安全出行；口勤就是不怕麻烦、不厌其烦，对机动车驾驶员、中小学学生、公路沿线村民作耐心细致地解释，尤其对群众提出的问题更要重视，决不能敷衍了事；手勤就是要亲自制作宣传标语、宣传图版和宣传材料，不能等待观望。”
他继续说：“当然，搞好安全工作，光靠自己的是不行的，还得靠上级领导的重视和大队领导的支持。支队宣传科科长王笃忠自地震发生以来，先后4次来到大队指导宣教工作。刘劭大队长和教导员王红中、孙笑副队长十分重视宣传，在设备、经费、车辆上给予大力支持。没有领导的大力支持，搞好宣教工作是不可能的。”
5.12”地震发生后，康县许多房屋倒塌无法入住，村民和居民在公路两旁搭建帐篷，直接影响道路交通安全。针对这种情况，李成祥深入千家万户防震棚挨家挨户打招呼，宣传交通法规，并散发《抗震救灾，莫忘交通安全》，要求城区内搭建了避险帐篷的群众，出行一定要注意交通安全，注意避让来往车辆，管好自己的孩子，夜间按时休息；机动车驾驶员要自觉遵守交通法规，城区内减速慢行，注意避让来往群众，不酒后驾车；摩托车驾驶员要自觉佩带安全头盔，不超速行驶，不搭载不满12周岁的儿童。许多群众收到宣传材料后，自觉遵守交通规则，从而避免了意外事件发生。
奥运会今年要在我国举行，这牵动着每一个中国人的心，李成详也不例外。为了创建平安奥运、和谐奥运的良好氛围，6月25日，康县交警大队在城关西街社区开展了“平安迎奥运，有序交通我参与”为主题的宣传日活动。活动中，李成详紧紧围绕抗震救灾工作开展活动，和居民、司乘人员进行“面对面”交流，散发宣传资料、讲解事故案例展版、分析事故成因、宣讲超员超载、无牌无照机动车上路、摩托车超员以及驾乘摩托车不戴头盔等违法行为的违法性和危害性，让大家从血淋淋的事故案例中得到启发和教育，最大限度减少奥运会期间发生大的事故。
李成详十分重视对中小学的安全教育，他通过反复推敲，认真总结，自编了一本《小学生交通安全常识》的小册子。这本小册子语言浅显生动，朗朗上口，道理深入浅出，受到小学生和家长的欢迎。如“十字路口红绿灯，一闪一闪像眼睛；红灯亮了停一停，绿灯亮了再通行。”“路这边、路那边，中间连着斑马线；横过道路里边走，平平安安到那边。”这些流畅的顺口溜，最适宜儿童阅读，不仅能增加知识，而且可以了解交通规则，起到了良好地作用。
李成详还自备教案，经常深入中小学校上交通安全课。他用鲜活的案例、生动的语言讲解交通安全的重要性。面对这些鲜花般的孩子们，他沉痛地说：“大量的车祸让人触目惊心，血的教训在提醒着我们。每当看到中小学生出现交通违法行为时，我们就会感到十分痛心；每当看到中小学生发生交通事故时，我们就会感到万分难过！”这些话语深深地打动了每一位学生，学生们纷纷表示，一定要遵守交通安全，不让悲剧重演。
他对中小学生语重心长地说：“你们精力充沛，但不要狂奔乱跳；你们身手敏捷，但不要斜穿猛拐；你们热情似火，但不要乱闯红灯；你们团结友爱，但不要摩肩搭背；你们助人为乐，但不要单车搭人。”这些语言紧紧抓住中小学生的行为特点，俱有很强说服力和感染力。
李成详在一次运动会闭幕上说：“安全，无疑是我们对自己、对家人、对他人、对社会所要承担的最大责任；安全，也无疑是我们对家人、对朋友、对所有你牵挂的人最大的祝福！”
定期培训驾驶员是搞好交通安全工作的重要内容，李成详每月25日定期召开驾驶员交通安全培训会议。他亲自为学员宣讲“保持安全距离”、“使用安全带”、“减速礼让”、“酒后不驾车”等安全常识和“遵守限速规定”、“谨慎变更车道”、“注意观察前方”、“不上路肩行驶”等安全行车准则，提高了驾驶员的安全意识，有效地减少了事故发生。
大家的眼睛是雪亮的。同事们都说李成祥是一个勤学习、善钻研，对工作任劳任怨，从不计较个人得失的好同志，他是我们的好榜样。
李成祥是老读书人，以前从未接触过电脑，自从办公室配备了电脑后，他发誓要学会电脑基本操作。为了熟记汉语拼音，他在书店购买了一张汉语拼音字画，挂在墙上，每天上班后默颂读背。功夫不负有心人。如今，他已学会了开关机，会打常用的字，会绘简单的图，相信在不久的将来他会熟练操作电脑的。
“莫道桑榆晚，为霞尚满天”。李成祥深感到时间的仓促，生命的宝贵，尽管他已是快退休的人，但还是为交通安全工作发挥余热，他将用自己的行动践行当初的偌言，实现人生价值。
